SUBJECT: Task Force 1-11 Combat After Action Report

 

                    (Operation MONTANA MUSTANG)  (U)

 
 
         
 

1.     During Operation Montana Mustang, S-5 1st Bn, 11th Inf expanded its assistance to the Vietnamese; thus enhancing the Vietnamese ability to handle, plan and execute expanded Civic and Psychological Operations. This report will cover Civil affairs, Psychological Operations, and the Kit Carson Scout Program.

 
          
 

        a.  Civil Affairs: In keeping with the 1971 Pacification Plan, 1st Battalion, 11th Infantry established a substantial Civil Affairs effort in Hai Lang District, with the District Chief and his S-5. In addition close liaison was maintained with the MACV Advisors.

 
 

        Extensive efforts were channeled into providing material, giving advice and assistance. Thus putting the burden of finishing the projects on the Vietnamese, this significantly increased their self-confidence, ability and lessened their dependence on the Americans “doing it for them”.  This contributed greatly to the 1971 Pacification Plan which called for increasing the share of work on the Vietnamese, and “weening” them of the complete dependence on American manpower, and putting more emphasis on using their own system.

 

            1st Battalion, 11th Infantry provided many essential materials and timely advice to District S-5. The planning, ideas and initiative was left up to the District S-5 as much as possible. The following is a list of projects which were completed by 30 June 1971:

 

             1.  Hai Khe: Material for school furniture

 
 

             2.  Hai Kinh: Material for school furniture

 
 

             3.  Hai Que: Material for school furniture

 
 

             4.  Hai Vinh: Material for school furniture

 
               5.  Hai Ba: Material for school furniture  
               6.  Hai Lang Distirct: Cement, engineer stakes, culverts, and scrap wood for the repair of, schools, bridges and various other small projects was provided  
 

           7.  Hai Lang Dispensary: Two MEDCAPS were held each week averaging200 patients a week. The Battalion Surgeon accompanied one per week, as much of the actual analysis and treatment as possible was left up to the Vietnamese with the Battalion Surgeon giving timely and expert advice to his counterpart. Approximately 1,500 patients were treated during this period.

 
         
 

              b. Psychological Operations:  During this period an increased effort on the part of the District S-5 and the S-5 1st Battalion, 11th Infantry brought about an increase in Psychological Operation to include:

 
 

              (a) Leaflet drop from UH1H

 
 

              (b) HB Teams

 
 

              (c) HE Teams

 
 

             (d) Volunteer Informant Program (VIP) : The VIP was used in conjunction with ground operations in an effort to minimize damage to vehicles and, most importantly, casualties among friendly troops.
